In today‘s world of knowledge and constant change, various working processes are also becoming altered and increasingly complicated, while decisions made often have great impact on members of the organization, the organization itself and it‘s environment, therefore, the requirements for workers are also rising. Competence of the executives, improving it and learning to adapt are all important conditions for improving organizational work quality. It is very important to adapt to not only today‘s circumstances and labor market, but to also predict what will happen tomorrow and even further in the future. Hence, competence of the leaders must be refined and stay dynamic at all times, depending on current and future trends. Leaders must be able to quickly and positively react to constant changes in requirements and also to accept these changes as an opportunities to learn more himself and possibilities to change the state of organization in a positive way, as the dynamic environment is a result of community‘s development and perfection. Purposeful control of workers can be achieved by the models of competence, which aid in reaching organization‘s short and long term goals. Organizations use models of competence in order to stay competitive in market, as the system combines actions and results of both organization and workers to match each other‘s requirements. Work object – competences of middle level executives in organizations prividing special services. Work goal – to form a competence model for middle level executives in organizations providing special services. In order to achieve the goal these task are put forward: • to analyze literature and science publications; • to define the conception, types and models of competence; • to carry out an investigation on competence of middle level executives in organizations providing special services; • to design a model of competence of middle level executives in organizations providing special services. Work results. Analizing both Lithuanian and foreign science publications and literature showed, that competences, competence models, competences required for executives and other aspects of competences have been analyzed quite widely by both, Lithuanian and foreign authors, however, no information on what model of competence is necessary for organizations providing special services has been found. After performing a research on Lithuanian union of blind and partially sighted (LUBPS) middle level executive model of competence using survey, it was found what kind of competences are important for middle level executives and what competences they believe they have. It was determined, that the most significant competences for middle level executives include: personal, social, methodical, professional and special. Based on literature analysis and research done, a model of competence for middle level executives in an organization providing special services was designed.
