In master thesis the horizontal implementation of health policy regulations in Kaunas district is analyzed. Health is the greatest value, so the state should try to ensure that the public is healthy. Health indicators of the Lithuanian population is among the worst in Europe, it is necessary to take concrete measures to improve this. The problem of the research – can health policy regulations be implemented in Kaunas district? Research subject – horizontal implementation of health policy regulations. Research object – implementation of public health and its strengthening in Kaunas district, according to health policy regulations. The aim of the reasearch - to analyze health policies related to public health and its strengthening, to investigate their implementation at the municipal level in Kaunas district. Objectives of the research - to analyze concepts of health policy, its horizontal implementation and public health; to discuss health policy regulations in World Health Organization, in European Union and Lithuania; to carry out the analysis of documents evaluating implementation of health policy regulations in Kaunas district; to examine \"Health-Promoting Kaunas District\" movement case. Research methods: analysis of scientific literature, documents, the secondary quantitative data analysis, case study, semi-structured interview with the expert. In the first chapter concepts of health policy, its horizontal implementation, public health ant its strengthening are discussed; WHO, EU and Lithuania„s health policy regulations are analyzed. Public health care functions that are executed by municipalities are discussed. In the second part of the thesis the research methodology are discussed, document analysis is carried our, the interaction between health policy participants is revealed, case of „Health-Promoting Kaunas District“ movement is analyzed and the analysis of the results of case study is carried out. The investigation has revealed that the functions of privy participants in health policy area are very similar and abstract. Kaunas district has implemented horizontal policy, various sectors are cooperating in health policy. Document regulations of Kaunas district are consistent with WHO, EU and Lithuanian health policy priorities. Although there is a focus on public health in Kaunas district, basic health indicators of population are getting worse. HPKD movement contributes to solving public health problems. |
