Countries are encouraged to adopt the changes and to seek more advanced and efficient ways of delivering public services. Traditional forms of service delivery are taking on new forms in the digital space. To properly design e. services that require there is a need for considerable resources. In order for the service to reach the maximum benefits and meet the expectations of the majority of the population, it must pass through more than one stage, but in the end, this way of providing the service not only saves resources but also increases transparency, trust and satisfaction, service’s availability and quality. The Law on Education of the Republic of Lithuania provides for an amendment from 1st January of 2024. It says that the submission of applications, the queuing of pupils to the educational institution and other actions related to admission will have to be carried out centrally, therefore it is important to examine the already existing admission system, evaluate its efficiency and prepare for new requirements that will take effect throughout Lithuania. The application of the electronic system for admission to educational institutions in Alytus city municipality is investigated in this thesis. This study is important because the aspects studied in the scientific literature review in the field of modernization of public services are analysed through the approach of a specific submission of applications case. The problem of the research is – how does the application of the electronic system of admission to educational institutions in Alytus city municipality help to ensure the modernization of public administrative services? The aim of the project is to investigate the application of the electronic system of admission to educational institutions in Alytus city municipality. To achieve the aim, the following objectives were set: 1. to analyse the theoretical discourse of modernization of public services (applying the environment of e-services and electronic systems); 2. to discuss the political and legal environment for the modernization of public services and the application of electronic systems in the EU and Lithuania; 3. to carry out empirical research on the application of the electronic system of admission to educational institutions in Alytus City Municipality. Research methods: methods of analysis of scientific literature, analysis of strategic and legal documents and qualitative empirical research. The project consists of three sections. The first analyses the scientific approach to the concept of modernization of public services, the second presents the analysis of the legal environment in the context of the EU, Lithuania and local government. This analysis has shown the links between EU, national and local legislation and provides a clearer understanding of the responsibilities for the use of electronic systems. The third section describes the qualitative empirical research using expert interviews and presents the results of the research. The study showed that there was a lack of preparation before the admission system’s implementation, although scientific literature review identifies preparation, environmental and needs analysis as one of the most important factors in ensuring successful e. service. So at this moment, it is facing various challenges that undermine trust in e. services and leads to low consumption activity. |
