Summary. A project has recently received a particular interest as an object of scientific research in public administrations since the number of scientific studies, related to projects and their management, has increased. Public administrations with a view to developing their activities, implement internal projects to solve strategic problems of public administrations as well as to create new products and to improve services. This master`s thesis researches and analyses the management, processes and peculiarities of internal projects in public administrations. The development of the activities in public administrations is emphasized in both strategic documents of the EU, as well as national and local municipalities. However, internal project management of local - municipal - public administration is not examined. Internal projects are simply included into all municipal projects, not distinguishing them as "internal", therefore their management as a separate research object has never been explored. Due to these reasons this master thesis analyses internal project management, which leads to successful implementation of strategic goals of an institution, in a more thorough way. The focus of the case study of Marijampolė municipality is to find out how the municipality implements internal project management. The problem of the master thesis questions on how internal project management is being carried out in public administrations. The object of the research – internal project management in public administrations. The purpose of the thesis is to analyze internal project management in public administrations. The objectives of the thesis: 1. To create theoretical model for internal project management in public administrations, which integrates general aspects of project management and complies to the management peculiarities of public administrations; 2. To analyze the legal regulatory provisions and practice of internal project management in public administrations in Lithuania; 3. To examine the practice of internal project management in the administration of Marijampolė municipality, based on the theoretical model of internal project management in public administrations. The research methods applied in the thesis: the analysis of literature, the analysis of legal acts and strategic documents, a case study, a semi-structured interview, a qualitative content analysis. The results of the research will be significant for both formation or supplementation of the theory and practical application for the managers, teams, scientific community as well as the administration of Marijampolė municipality in internal project management and other municipalities in proposing internal project solutions. The drawn guidance for the Ministry of the Interior of the Republic of Lithuania would give the impulse for the development and formalizations of the internal project management in public administrations of Lithuania. The first part of the thesis, with reference to literature analysis, aims to create theoretical model for internal project management in public administrations analyses the concept of a project and project management and its peculiarities, the differentiation of projects from everyday organization processes, integration of project managing areas and project management processes, project management peculiarities in public administrations, exclusivity of internal projects, the importance of leadership and skills and competences of the staff in internal project management in public administrations. The second part of the thesis reveals the results of context analysis, which was performed to analyze legislation governing development and efficiency of activity in public administrations, strategic documents and good practices in public administrations in Lithuania. In the third part of the thesis, initially the internal project management research methodology has been developed and afterwards empirical study has been carried out, to explore the practice of internal project management in the administration of Marijampolė municipality. Internal projects and their correlation to strategic documents of an institution were analysed in the first stage of the study, the analysis of a qualitative content of a semi-structured interview was performed in the second stage. Afterwards, based on the theoretical analysis and the results of the study, solutions for internal project development in Marijampolė municipality were drawn together with conclusions and recommendations to the Ministry of Interior of the Republic of Lithuania and Marijampolė municipality administration. The results of the study revealed that internal project management in public administrations lacks systematic approach, as well as a formalization of internal project management, clear methodological framework. |
